How production of anime works is that japanese television networks will be the one's to pay the studio and get licensing (if their adapting an existing IP) rights from publisher of the source material to broadcast it ... 

You're just being overly literal. Funimation is a distribution company that distributes anime to parts of the west and sometimes has a few anime dubbed in english. It has nothing to do with the actual production (the creation process itself or financing of the creation) of anime.
