Have you played RE4-RE6?
If so, these games are similar. Resident Evil Revelations 1 is more methodical and requires a lot of backtracking but it's still more action than horror. It's got a decent bit of enemy variety but you're mostly going to be dealing with a handful of enemy types. RER2 has some interesting ideas for co-op like enemies that one player can see and the other can't. It's still more action than anything.
The story is horrible in both but for some reason, I don't mind. Graphics were pretty good (especially for a portable game) but not great. Neither are really scary.
