Yes. That's totally dumb. Either offer both physically or don't bother and release them digitally only. The people who buy the physical game wants the physical game. Not a DL code. Don't pull telltale nonsense. They probably didn't want to pay for the higher space card for the second game. Or was scared of having to make a brand new switch case to store two cards.
