No it doesn't. The dock is just a big piece of plastic with outputs for usb/hdmi/power cables. The Switch runs in a low power mode when not docked in order to preserve battery life, when docked it is plugged in and so runs to its full capabtilities, the dock itself doesn't do anything. The dock is just a big adaptor, in fact you can even buy a third party adaptor that is the size of a normal adaptor dongle thing instead of using the dock. The dock simply holds the switch and connects it to power and the tv.
