I'm sure Nintendo having trouble getting parts and making enough stock is a temporary thing. No way they are still going to be limited in how many they can produce by 2019. But it seems right now they aren't able to up production the way they wanted to, so through 2017 it'll be hard to get one and holidays will probably be real rough. Guessing that will alleviate in 2018. They better make like 18 million Switches in 2018, thats the only way there won't be stock problems.
