I am not a Republican, but the mandate is extremely unpopular. It punishes the poor. My mother who never voted, but always supports Democrats, was excited that Trump won because she'd be able to keep $560 (2%) of her income when she filed her income taxes.
The problem with the individual mandate is that it is not high enough to convince people to buy health-insurance who can't afford it, but high enough to hurt those very people it is attempting to help; when all you make is $28,000/year -- $560 is a lot of money.
