I don't think better PR is gonna change much; the game just doesn't look that good. It got that initial wave of hype back in 2014 because of "teh Cloud", and being very deceitful with its functionality. Now, the game looks significantly worse than it did then, and nothing about screams buy. It looks like a poor man's Saint's Riw, like there's some cool weapons, but you're gonna quickly get bored after a few hours of blowing up cars with them.
