It was completely in-character, this is just the first time it's been directed to characters that people can relate to rather than slave traders or Dothraki brutes.
It's actually why I find it quite funny that people support Dany. As a ruler she's not a particularly noble one, and actually quite brutish. Remember, her whole premise for gaining power is simply it's her birthright rather than by merit. At no point in her rise to power does she even consider whether she'd actually be good for the people she rules over.
