You're missing my point though. 'Universal healthcare' is not a system. The Bismark model is a system. The Beveridge model is a system. So on and so forth. "Universal healthcare" is an end, it means >99% of the population has access to healthcare. There are many ways to achieve that end. 

At the end of the day, whenever one argues for legislation they need to argue for something specific, not vague like "universal healthcare."
