Presidential overreach would be fairly easy since nobody is going to take you to court when the court is in your favor. You know democrats controlled the congresses and the house from 2006-2010, and the presidency from 2008-2016. Even Obama barely passed the ACA with 57 seats in the Senate, and a large house majority as well. But yeah, just proves Washington is a inefficent mess.
