Because their store only contains a tiny amount of games, with the store also being undesirable in the eyes of the PC community. They don't allow for mod support as well as other features Steam and others provide. AoE Remastered will likely land on Steam at some point and MS will still make money from the Steam store at the end of the day.

If MS wants a large chunk of Steam's pie, then they have to take all the good pages from Steam and other client competitors. MS doesn't get the luxury of doing things their way and telling PC gamers to take it or leave it. They have to work on what others have built and then add on top of it with something unique that attracts people to their store over the other ones.

Even if they do that i can't see them converting people to windows 10 store. Windows 10  requires Xbox Lice so the servers will be different from steam. I doubt people will want to use the store with less populated servers. And like you said most games will end up on steam anyway so there really isnt any reason to use Windows 10 store unless youre interested in MS first party and dont want to buy an XBO.
