Because the X1X doesn't cater to the core demographic of people buying consoles.  It's a niche console, and it's main function doesn't match what the average person has in their living room, which means it will never be perceived by the majority of consumers as "the cheap option to play modern games".  Once a successor does get released, whatever the XBox One line does consist of at that time (X, S, or both) will see its sales drop like a stone just like the XBox 360 did a year after XBox One released.

At its core the X1X is just a better version of the X1 and it works on any TV with HDMI (720p, 1080p or even 4K). Regardless of the resolution of your television, games will have more polish and better performance.

The X1X will EVENTUALLY be a cheap console that plays modern games by the time Sony or MS puts out something new. And they will cost more than the X1X.

Its also worth noting the X1X could be supported along with a newer X1. If MS is really entertaining the idea of upgrading X1 every 4 years. I imagine at some point MS will just phase out support for OG X1/X1S. But continue with X1X because its great GPU, improved CPU, and RAM.

Either way, at the very least X1X should stimulate some sales.
