It could be VGC numbers for Xbox One are "optimistic", and its slightly overtracked (between 1m-3m).

If my estimate based on EA's number is correct, then "slightly" is a big understatement. Assuming VGC has the XB1 at 30.3m by the end of June, that is a 11.4% or (3.1m/27.2m x 100) overtrack.
