It has never happend in the actual show.

The doctor has never in a story episode, said he can be male,female,whatever.

Show writer ? says on the matter:

"One day I'm reasonably confident somebody in this [showrunner] role - whether it's me or someone else - will say not, 'Let's cast a woman', they'll say, 'That person, that's the one who could the be the Doctor'. You're just casting someone that you think will set that role on fire. I think for now that is Peter - I thought it was Matt [Smith] before - it's not about the gender thing."

 

However story wise it doesnt really fit. Not for the doctor.

However the doctor has known others that regenerated, and some of those have at times done the switch.

If it's been known that others have done it, how is it impossible for him not to? Kinda like God. God is always shown as a dude but clearly God doesnt have or need a dick and is neither. Thats a seperate discussion, but always one funny to play around with as well
