They draw more power than they're supposed to, which is a result of being rushed. Power managment is not yet working correctly.

But Skylake-X also consumes much more power because Intel had to push them out of their comfort zone to remain in front. Just compare the clock speeds of Broadwell-E to Skylake-X and how much Intel ramped the 8 and 10 core processors up to beat out Ryzen. They didn't increase the clock speeds much for the hexacore, probably so it won't be too close the the upcoming Coffee Lake hexacore.

Of course, clocking them so high also results in having much less headroom left for overclocking. And to actually get enough good chips, Intel can't be too picky, so they had to increase the Vcore (something AMD was forced to on Bulldozer and their APUs to minimize the amount of failed chips, otherwise they couldn't have gone as low in pricing as they did), which additionally contributes to the power consumption - and by extension the heat output
