I have worked in movies and you'd be surprised on how much protagonism the art director and the photography director can have in a project, specially when they have a reputation, sometimes the director just says simple guidelines and then "do your best", that's it.

I have as well, and at best they can make suggestions. The director can say that's a great idea and use it, or say no. But if he says no, he isn't going to take their suggestion, guess what happens?

That the photographer or art director can say "ok I'm out" and put the director in a serious problem or just work worse because they don't feel good with what they are doing. It depends, there are different types of director, some are tiranic, some are extremelly open.
