He sets it up, but it isn't his decision on which way it will be shot or used in the film.

 I have worked in movies and you'd be surprised on how much protagonism the art director and the photography director can have in a project, specially when they have a reputation, sometimes the director just says simple guidelines and then "do your best", that's it.
