The first pack is fine for what it is, something to hold us over until the actual story dlc arrives. This is why it is not available for individual purchase (though I feel 4.99 with the main story dlc being 14.99 would have been appropriate).
As others have stated, this dlc is perfect for a second playthrough as it changes things up and adds replay value. I got over 120 hours into BotW and still have a few side quests left and korok seeds all over the place to find (while collecting them all is crazy, it does give you even more reason to explore).
With the game already jam packed with content, saying anything "should have been there from the start" just makes no sense. Just accept it for what it is man. Now if the game was like 15 hours long and they pulled this, then there would be a problem. But over 120? You have recieved more than enough bang for your buck imo. The developers need compensation for their work, so making everything free in a game as big as BotW, while it would be nice, is just a bad business move.
