Also note that they are talking about the sales in NA, (as given by their referance to NDP) and ivo is from the Netherlands.

And that's an excuse because?

 It's an excuse because ivo (and other people from Europe) have a way better view of how things in Europe are being done.  And based on our experiences and our knowledge of our own market, we can say that the PS3 hás had a boost in hardware because of GTA IV.  That's why we find it so weird when it is said that it is not so.

 

Probably because practically all things are extrapolated as "US is so, therefore world is so" (in most cases).
