The Xbox One S was never on sale for $399...
It launched for $299 AND MS announced the Xbox One S WITH the Xbox One X (Scorpio). So you knew that there will be a more powerful console out in 2017 when you bought the S in 2016. 

To be fair X1S did launch for $399 with a 2TB and I think a game. But the $299 model was announced to come as well.

Eitherway, I'm not sure what argument is being made. Consoles get cheaper over time, variations and improved devices are now common, and used hardware is worth less. But these are somehow points being made to attack Xbox it seems.
