But a component shortage is absolutely holding them back. They're unable to request more because there isn't enough to go around, and they'd be outbid on any surplus supply that did exist. If NAND was easier to find, they'd be able to increase production at a much higher rate.

Exactly.  Most of the time, the big 3 don't order mountains of components and stuff the channels, that can blow up in your face (see Wii U in 2012-2013 and Xbone in 2014).  They order what they think they will need and then renegotiate higher volumes as needed.  Nintendo did that but was met with the unexpected issue of being unable to effectively renegotiate higher volume.
