He was talking about a "downgraded port", in which means he didn't specify on his first post, the one I quoted.

Downgraded means to reduce to a lower grade, which it is technically, due to the lack of hardware power compared to PS4/XBO/PC, which was the versions he meant as reference on his post, because it isn't compared to the last gen consoles (PS3/360).
It lacks the same mode the other lesser versions from last gen consoles also won't have, and doesn't run on the same engine the PS4/XBO/PC does.

It is a downgraded product due to lack of hardware, indeed, and if he wants it to be in line with the superior versions, he would need Nintendo to make stronger hardware compatible with those.

Does Switch misses a mode against PS3/X360 versions or only against PC/PS4/X1?
