It took me about 4 plays before I really started to feel and accept the motion controls of ARMS. Since then I think it is a phenomenal experience with a ton of potential. I doubt most of the reviewers submitting for the game really took the time to investigate it in its entire experience. Many reviewers look at unique and untested fighting game styles, creative graphics, motion controls, Nintendo, or any other quality of ARMS with a good deal of bias and scepticism. As a new franchise, it is even more susceptible to this. I would say that a combined review of 7.7 as a first franchise outing on metacritic shows that the game is amazing.  To me, as a first game in the franchise, a 9/10 is not unreasonable for the solid game it delivers.
