For the same reason Valve had their games on PS3/360 instead of making their own console or the same reason MS puts Office on iOS.

I suppose in a world where Nintendo has 3DS, Switch and another more powerful non-Switch compatible portable, MS and Valve making a handheld each could make sense. In the real world, MS is struggling to support their home console and dedicated Android gaming devices are less popular than PSVita.
