All they'd have to do is add voice-chat to the Xbox app on mobile, it's already on PC+Xbox. But also I added to my original post that another thing against it is that people won't want to pay $20/year for voice-chat, so the go-to will likely be either discord/steam/skype or teamspeak.

Voice chat could be free on the app too. The $20 is for online multiplayer. I haven't seen anything to suggest that speaking to people through the app is behind a paywall.
