There are games that support voice-chat through their own servers/p2p rather than using steam/psn/xbl but I don't know of any that are cross-platform.
An app for cross-platform voice chat would need to be used, but I doubt Nintendo's app would be first choice for this. TeamSpeak, Discord, Skype, Steam etc would be.

If it's done through XBL then Switch owners can't use it - pointless. If it's done through an app, everyone can use it.

All they'd have to do is add voice-chat to the Xbox app on mobile, it's already on PC+Xbox. But also I added to my original post that another thing against it is that people won't want to pay $20/year for voice-chat, so the go-to will likely be either discord/steam/skype or teamspeak.
