I just saw an article about this the other day.

It will launch on one console and also on PC, with both versions coming out at the same time. It won’t ever come out on other consoles."

So it is sort of exclusive. But really, how does Microsoft benefit from me buying a game on PC? They don't get a cut if I buy something from Steam or wherever else.
