Nintendo IS going to transition completely to the Switch; it's just going to happen over time. 3DS is 65+ million; it makes sense to keep supporting it for a while. But even now, they showed much more Switch stuff at E3 2017, and 3DS was secondary. So I don't think people need to worry that 3DS will be taking up too many resources from the Switch.

Personally, I think it's smart to gradually wean support of the 3DS over the next 1.5 years. By 2019, I imagine Switch should have a healthy install base, and the 3DS, at that point having had close to an 8 year lifespan, can be retired successfully.
