Yes they do, but nothing that is going to generate buzz. I mean even Phil couldn't completely answer the question because it's going to take time to make new ips that are genre defining. I mean he admitted to investing in an game like uncharted but the venture failed so they paid for timed exclusivity of rise of the tomb raider. Microsoft hasn't had one console defining ip all gen. It seems the only two platforms to gain two strong new ips are Nintendo and Sony with horizon and arms. Splatoon, gears, uncharted, last of us were the big gen defining ips last gen. Back then gears wasn't first pArty either so that says nothing for Microsofts capacity to create games on that level from scratch.

Your basing that off your own taste. Genre defining well lets see. Sea of Thieves could be one of those. So can Crackdown 3. In the past they had Ori and the Blind Forest back in 2015 and lets not forget Titanfall 1 as a Console Exclusive.

And you know what Xbox is doing better than Sony this year? Variety. Your not getting the same old genres coming out like your typical RPGs and cinematic games. This year there offering a Pirate themed MMO, an all destructive Openworld game, an RTS title, an old fashion Mickey Mouse 1940s platformer and one of the best Metroid/Vania games ever made. 

Sounds more like none of those games interest you rather than MS not making genre defining games. I can say the exact same thing with the Sony event. Nothing i having seen or experienced before.
