Not sure how Google Chrome on Windows is comparable to crossplay between consoles. But regardless of what benefits the consumer the most, there's a monetary benefit for Sony in not allowing it, while for Microsoft there is a monetary benefit for allowing it. I can assure you that in both cases, this is the reason behind the companies respective decisions. Not their opinion on what is right and best for gamers.

And funnily enough, Microsoft has in the past done illegal things to get users to use their own browser instead of competing software.
