Sports games need the official licenses to sell. PES suffers because EA has the official license. You're also heavily underestimating how difficult it is to make a good footbal simulator. PES dominated the PS1/2 eras because Fifa had a gameplay so inferior that the licenses could not make for it. Only after they surpassed PES on the footbal simulation, they started to rule the scene.
Also, people don't want a simplified casual footbal game, they want something that looks like the matches they see on TV, with the players, teams and stadiums that are on TV.
It's not simply because Nintendo wants it that they would best devs with decades of expertise on that.
