Would assume they are not planning to compete with ps4, switch or xbox head on they are probably looking at a niche product.

Could be a ouya type micro console but with Atari branding hoping to get more sales that way.

Could simply be the start of a kickstarter campaign where they milk retro gaming enthusiasts of money and deliver a or don't deliver a mediocre console.

Could be a very simple streaming device that costs very little money and you pay to stream games to it, i.e. remote processing.

If they are looking for developers they know they are only going to get small developers so I can't imagine this is any sort of powerhouse console.

Switch has sold very well with a low performance level maybe that is their motivation, they think they can achieve high sales with a console only really capable of playing indie games, low resolution cartoon graphics and retro style games.

There is just so many avenues for games nowadays, phones, tv's, tablets, laptops, desktop pc's, handheld and home consoles. Just sitting here I have about 10 devices I can play games on close to hand.

I've got to the point where I'm only really interested in gaming hardware that improves on what I have, I don't want to go backwards in performance so its not for me if it's a micro console /set top box something like amazon fire tv but with a decent controller and a wide range of retro games. It's unlikely to offer the amazing game experiences of a ps3 or 360 let alone ps4, xbone or modern pc.
