Bad example. Kingdom Hearts 3 and FF7R are both made by Square Enix, which had to delay FFXY for more than 10 years. This says nothing about PS4, but rather development problems at SE. Shenmue III also has been in development hell for 10 years due to commercial failures of the prequels. 

Nintendo is the one who decided to announce games that are barely in development. Atlus and Suda51 were INVITED to announce their non-existing game. The games you mentioned were not announced by Sony, but by the developer itself.
