I don't know the release date but I've been sure since they announced last year and only become more convinced with time that 399 will be the price. People only expect it to be more because they think its so much more advanced than it really is.
399 will seem like a bargain to anyone who is expecting a much higher price and it is in line with PS4 Pro pricing. Microsoft wouldn't dare go much higher given that the PS4 Pro is only accounting for 20% of PS4 sales, they don't want to price themselves out of the market when they'll still turn a profit at 399.
