Like the PS4 PRO is not hold back by the PS4. Of course it will be held back, especially third parties will see this as a good excuse to just bump up resolution. And Microsoft doesn't make to many games these days. In the end a game always has to run on both consoles and the weaker one will always limit the stronger one. Ate free to use, but also free not to use. Why would a third party dev take effort in developing for a console made for niche. There is a reason why Horizon Zero Dawn makes by far the best use of PS4pro because Sony is trying to sell systems with that game. Games sell systems not the other way around. What benefit does a third party dev have to optimise a game for either PS4 PRO or Scorpio. While upping resolution or make some other tweaks is way easier than optimising a game especially for Pro or Scorpio. Undoubtedly Sony told us the same stories about that the Pro is not limited by the vanilla PS4 does as MS does about the Scorpio. Truth is however if MS would develop exclusive games especially for Scorpio those games wouldn't even be able to run on the Xone even at 720p. Same goes for the PS4 PRO btw. Besides I am still waiting on the power of the cloud.

 

The only demands Sony has is that MP games have the same framerate on both platforms which is fair. And for the pro to not run worse than the original version although the latter is more a request than demand in the real world.
