That is very easy to fix: they can turn the religious people into second class citizens due to how dangerous they are, so, any person confessing a faith considered dangerous (probably only christianity and islam) will not have the right to vote.

That mutes the religious votes in  the scale. But I think coercion is a must to acomplish such a goal, so, it would take many years to have a system in place to repress religion.

And, as I said, they would probably offer some form of replacement belief to keep most of people calm.

I think all this will probably calm down for now, though, as the people in charge realize they are bitting more than can chew and go back to the drawning boards.

At least as I see it there is no consensus to implement such a measure right now.

As a born-again believer in Jesus Christ myself, I see this all with a moderate angst, but I feel in my heart that, althought it is totally possible, it will not happen. Not now.
