No, it wouldn't be rating it properly, because absolutely nothing about this game screams 90+ outside of the character design.

 

Splatoon did well because it filled a gap in Nintendo's library; team-based shooters. It had all the necessary Nintendo quirks/quality and was a genre that had been demanded. But Arms? But nice is that trying to fill for Nintendo? Fighting? Smash Bros has that covered.

Amazing gameplay screams 90+ to me.

That there is a most improper way to rate games. A game is not suddenly worse due to the existence of other games in it's genre, nor is it magically better due to the absence of other games in it's genre. I mean that makes absolutely no sense at all.
