Yeah no, just because trump says that they don't tell where the money goes that doesn't mean that they don't know. No international treaty can actually hold other nations accountable for their oversights and even crimes if they don't accept the punishment themselves. Yet we have tonnes of these treaties, because they work. When you break or don't follow up treaties you screw up your diplomatic relations. It might not be jail, but that can be very serious for a nation all the same.
