That's also capitalism, industries change with time, some go out of business after being eclipsed by new/better technology. Did you watch his speech? Stop making up strawmans. We can use our natural resources while everyone is developing new technology. You don't have to sacrifice one thing for the other. We don't need to kill alot of jobs to reach and accomplish clean energy. Companies from around the world are researching clean energy technologies and space travel. All the US needs to do is keep reducing it's negative effect on the envirnoment to an acceptable level while letting US companies innovate. If the rest of the world wasn't do anything in terms of researching new tech then yes the US should invest heavily in incentivizing companies into researching clean energy that can meet the demands of the world but that's not the case. Companies are already researching it, though.
