There was a ten seat Republican majority and neither of the charges got a majority of Guilty votes. You do the math on whether Democratic partisanship is the only reason Clinton escaped. (Not that he would have been convicted with a simple majority; a two thirds majority is needed, presumably to avoid impeachments motivated by partisanship.)
P.S. Have you given any thought to that question I asked you about whether inflicting more pain on poor people compared to rich people is an acceptable price to pay for your favored tax plan?
