I think you overestimate the value of 3rd parties concerning Nintendo. Yes they are primordial for Sony and Microsoft. One has a 1st party line up that doesn't move hardware and the other has nothing left. Nintendo is clearly focusing on their own line up and also giving an opportunity for those smaller studio to grow. Western AAA is clearly not in their strategy and they'll be good this way.
And also, the number of A dosen't guaranty the quality of the product, maybe it's to let some space for smaller western studio. Especially since the bigger studios has been disappointing alor in the last few years.
