You can't sober everyone up since its too costly rehab is a very intensive and costly business. If you would put every junky in rehab and a large percentage will still go back to using drugs it would cost billions of dollars in the US alone. In a perfect world you would everyone with their addiction in this world however these funds can better be spend on Healthcare and education.

I don't think you realize how much putting a person in jail costs. It's very expensive, so the money argument doesn't make sense.

Rehab is not cheap besides do you want people that support the world of organised crime not to be punished. There are very clear laws about using drugs and not punishing people breaking these laws because you think they are stupid sounds even worse. Drug cartel take and ruin lives just like the Jakuza, Maffia and others. Drugs is in one way or another a source of income for these type of organisions. Bow legalising drugs as meth and cocaïne will kill people as well. So punishing those who use drugs is still the best option we have.
