Well that sucks then. That's the biggest hang-up I have against MMOs. It's just annoying and destroys any kind of immersion.

Well, you have plenty of options to keep your player interactions limited. There are several servers with very small populations that will lead to you only encountering other players in cities. Considering 95% of the playerbase is at end-game, the low level areas are usually pretty sparse on players.
