Splatoon has an offline single player mode.  Overwatch does not.  And you cannot trust the quality or reliability of hotspots for mobile gaming.  And you have little options if you are in motion (car, bus, train, etc...).

But that offline single player mode is like 3 hours at most in length if we look at the first game. That really doesn't justify having it on the Switch and not Overwatch. If even the 3DS can have an MMO like Dragon Quest X on it, (which the Switch is also getting) it can get an online shooter.
