Honestly your idea for Splatoon would be much more fitting for a Star Fox or any other franchise than Splatoon. In fact I don't think Splatoon would work at all in open-world outside of the aesthetics, so there's just not much point to it.
I think what would be better is a Portal-like game of puzzles based around the use and distribution of ink in stages.
