I just don't see any gaming company breaking into the Chinese market with a successful dedicated gaming device since they seem to be strictly a PC/mobile market.  It would probably be more prudent for Nintendo to push for more Free to Start mobile games over there instead of dedicated gaming platforms and single purchase games.

I don't know how this came to be, but from Nintendo's perspective, they are spending little to no money (i assume there's spending on Nintendo's behalf if they are the ones handling the ports) to have their games on the chinese market.
It's true that it's not the best solution seeing as that market is more of a PC/mobile market, but as they say, one bird in the hand is better than two in the bush.

Also, Shield has PC streaming capabilities too, if i'm not mistaken. That could help.

The day will come when Nintendo starts bringing their mobile games to China. Until then, this is a first step - pratically free!
