More like "Japanese developers have made a few titles recently that managed to appeal to the West again." Overall, Japanese developers are still deep in the hole where overall production values, critical acclaim and commercial success are concerned, compared to the West on current consoles.
Most of the biggest franchises from Japan from the past two decades that have made it big globally are still either in hiatus, have recently had installments that were considered an affront to the franchise and its or plain and simply not sold very well. Others are or have been stuck in development limbo, which is a terrible thing to praise.
Long story short; that video is bullshit, through and through.
