This is kinda embarassing, for both of you.

Nintendo is known for having a track record of 60fps stable games, Arms will be just one more to add to the list - and I'm sure plenty of X1/PS4 games can, especially if they're as undemanding on hardware as something like Arms.

FPS on consoles are never really stable, especially when they say 60fps. That's because you neither have control over the hardware nor the software to guarantee stable frames. Very few games actually keep it stable, MK8 on Wii U is a good example.

I wish Nintendo kept their track record, but they didn't, so there is no reason to believe Arms is stable until it's out.
