The article admits that they made up the "ties":

There is no guarantee that the FBI’s raid of Strategic Campaign Group today is due to its connections to Paul Manafort and Roger Stone.

An (false) accusation without evidence damages the accuser, not the accused.

How does that indicate they made up the "ties"? That simply states that those ties are not necessarily why the FBI raided the firm, which is a pretty reasonable statement to toss out there when you don't have confirmation from the FBI one way or the other.
