Tomb Raider was a timed exclusivity deal, this is just a marketing deal. Besides, they don't seem to have hurt Rise of the Tomb Raider's sales at all, VGC has it at 3.67m physical, Steam Spy has it at 1.38m. With console digital we're looking at about 6m sold so far across all platforms, which is on track to match the lifetime sales of the 2013 reboot. The only one that hurt Rise of the Tomb Raider's sales was Square Enix, who stupidly released it on the same day as the much more popular Fallout 4, which hurt it's sales at full price on XB1.

I do agree that MS needs to find a successful new IP this generation though. Halo and Gears are both on the decline, it's time for them to find a new Halo or Gears tier IP, or at least close to that level of success.

I think that's because SE have made it blatantly clear they want to compete with Bethesda...
